Well, since viruses are parasitical on bacteria and other type cells, I think it should be obvious.
Bacteria would be the obvious answer, but not necessarily true. Consider that viruses are only snippets of DNA or RNA. What came first...DNA/RNA or bacteria? Unfortunately, there is no real fossil record, so my answer is about as good as anyone else's.
Bacteria are older. Viruses originated through mutations from bacteria.
